- Boil and Mash Potatoes: Peel and boil potatoes in salted water until tender. Drain well and mash until smooth, setting aside to cool.
- Sauté Aromatics: In a skillet, heat a little oil and sauté the chopped onion, garlic, and bell pepper until soft and fragrant, about 3-4 minutes. Remove from heat and let cool slightly.
- Combine Ingredients: In a large mixing bowl, combine the shredded codfish, mashed potatoes, sautéed vegetables, chopped parsley, black pepper, paprika, cayenne (if using), eggs, and 1/2 cup flour. Mix well until all ingredients are evenly incorporated and the mixture is moldable.
